PERSONAL DATA

Born in Bologna, Italy, the 24th October 1960. Italian nationality. Married.

 

EDUCATION and PROFESSIONAL EXPERIENCE

Law Degree cum laude in "Diritto Pubblico comparato" with prof. Giuseppe de Vergottini in the Faculty of Law of the University of Bologna. Title of the thesis: "I diritti delle minoranze".

From April 1990 to March 1991 he holds a scolarship for the "Commission of Democracy through Law" of the Council of Europe, at the office of the President Antonio La Pergola in Rome.

From March 1991 to June 1991 assistant administratif principal in Strasbourg at the Secretariat of the "Commission of Democracy through Law".

From June 1991 to June 1992 assistant administratif principal at the Commission of Human Rights in Strasbourg.

From Autumn 1992 to Summer 1996 Assistant of "Diritto costituzionale" in the Faculty of Law of the University of Bologna, at first with Prof. Sergio Ortino, then with Prof. Augusto Barbera and Prof. Roberto Nania. He was also Assistant of "Diritto regionale", with Prof.ssa Licia Califano. His teaching activity included two seminars, held in the spring of 1995 and of 1996, in the frame of the teaching of "Diritto costituzionale" held by prof. Augusto Barbera: the first on the relations between European Community Law and Italian Constitutional Law, the second on the Jurisprudence of the Italian Constitutional Court on Fundamental Rights and Freedoms.

From 1994 al 1996 Tutor in the frame of the Chair (held by prof.ssa Roberta Biagi) of "Istituzioni di Diritto pubblico" of the Faculty of Political Science in Forlì (University of Bologna). During this period, for two semesters, he held a seminar on Fundamental Rights and Freeedoms in Western Democracies.

PhD in Public Law (Doctor en Derecho) cum laude at the Universitat Autònoma de Barcelona. The thesis, "I diritti linguistici in Spagna nell'evoluzione dell'Estado autonómico" was directed by Prof. Antoni Milián Massana, and it was discussed on 25th May 2000. In December 1997 he had previously received in this University the title of Magister Juris, after the reading of a "tesina" on the linguistic Rights in Catalonia.

Since November 1996 Senior Researcher at the European Academy of Bolzano/Bozen, in the scientific area "Minorities and Regional Autonomies", directed by Prof. Sergio Ortino and by Prof. Joseph Marko. His activity is particularly concentrated on issues relating to federalism and minorities. Always in the frame of his work inside the European Academy, he belongs to the research group on Kosovo, co-ordinated by Prof. Joseph Marko.

From January to June 2000, and for the academic year 2003-2004, he taught Public Law in the School of Alpine Tourism of the University of Bolzano (Faculty of Economics).

From June 2000 to May 2003  Research Associate at the Faculty of Law of the University of Verona, where he has already been collaborating with Prof. Sergio Ortino for the teaching of "Public Comparative Law" since October 1999.

In June 2003, in a competition held at the Faculty of Law of the University of Salerno (President of the Commission was Professor Giancarlo Rolla of the University of Siena), he has been declared "idoneo" as an Associate Professor of Public Comparative Law.

TEACHING APPOINTMENTS AND CONFERENCES

Lecturer, in September 1996, in Moncton, New Brunswick, Canada, at the fourth International Conference of CICLEF (Centre International de la Common Law en francais), about Minorities and State organisation. Title of the paper: Les solutions institutionnelles pour la protection des minorités linguistiques en Italie.

Lecturer, in October 1996, in Riga, Latvia, at a Seminar on Democracy in the Baltic Countries, organised by the Institute of Sociology of the University of Riga. Title of the paper: The linguistic rights in South Tyrol.

In December 1996, in Budapest, Hungary, he takes part, as an expert, to a meeting on Education Policies for Eastern Slavonia (Republic of Croatia), organised by the Council of Europe.

Lecturer, from 6th to 8th November 1997, in Ljubljana, Slovenia, at "The second international conference on the regulation and monitoring of ethnic relations and conflict", organised by the Institute for Ethnic Studies. Title of the paper: The linguistic struggle in the almost federal Spanish system.

In March and in April 1998, in Forlì (Faculty of Political Sciences) and in Bologna (Faculty of Law), he holds two lessons about Devolution in Scotland.

Lecturer, on 23rd June 1998, at the European Academy of Bolzano/Bozen, together with Prof. Sergio Ortino and Prof. Antony Alcock, at the Conference on "Recent Constitutional Developments in the United Kingdom". Title of the paper: "The Scottish Devolution".

Teacher, during June and July 1998, in Bologna, at the course for "Trans-cultural Operator", organised by SPISA ("Scuola di specializzazione in diritto amministrativo e scienza dell'amministrazione" of the University of Bologna), with three lessons on the Constitutional and Legislative Arrangements for the Foreigners in Italy.

Teacher, from the 2nd to the 4th November 1998, in Manresa (Barcelona), Spain (Catalonia), within a course on the Rights of Local Entities, by the Escola de Gestió i Administració Pública de la Fundació Universitaria del Bages, with a lesson on the electoral system for Italian Provinces and Municipalities.

On 5th March 1999, in Bolzano, by the European Academy, he introduces, together with Prof. Sergio Ortino, the Conference "Secession or Federalism? Québec and the Canadian Constitution", held by Prof. Michael Mandel, Osgoode Hall Law School, York University, Toronto, Canada.

From the 30th April to the 2nd May 1999 he takes part in Flensburg, Germany (Schleswig-Holstein), to the Seminar "Towards effective participation of Minorities", organised by ECMI (European Centre for Minorities Issues), with a contribution on "Trends of Regionalism in Europe".

Lecturer, on 9th December 1999, in Cardiff, Wales/Cymru, United Kingdom, invited by the Welsh Centre for International Affairs/Canolfan Gyreig materion Rhyngwladol, in the frame of the Seminar on "Human Rights in a devolved Europe" Title of the paper: The recent Developments of Autonomy in South Tyrol.

Teacher, from the 17th to the 19th January 2000, in Budapest, Hungary, at the "European Master on Minority Rights", organised by International Foundation for Promoting Studies and Knowledge of Minority Rights.

Lecturer, on 24th March 2000, in Bolzano/Bozen in the frame of the Seminar of Studies on "The Italian-German Scientific Translation". Title of the paper: "Le politiche linguistiche in Spagna, Francia e Lettonia".

Together with Prof. Sergio Ortino and Dott. Vincenzo La Brocca, he organised the International Conference "Asian Confederation", which took place in Bolzano from the 24th to the 26th August 2000, attended by experts from Europe, America, Asia and Australia: the Conference dealt with questions of economic cooperation, institutional issues, regional development and protection of Minorities in Asia.

Lecturer, from the 8th to the 10th December 2000, in Ljubljana, Slovenia, at "The second international conference on "Constitutional, Legal and Political Regulation and Management of Ethnic Relations", organised by the Institute for Ethnic Studies. Title of the paper: "Corse, the French Way to Devolution. A Tackle to the Emergency or a Path to a strong Regionalism for the Republic?".

February and March 2001. Teacher in Padua in the frame of the "Corso di formazione per operatori e funzionari dell'amministrazione penitenziaria  e del Comune di Padova sulle problematiche degli immigrati nei circuiti penali di Padova" on  "Profili costituzionali dei paesi balcanici" (28th February 2001) and "Crimine, pena e società in Albania e nei Balcani" ( 21st March 2001). 

19-21 April 2001. He partecipates in Riga, Latvia, to the international conference "Small Languages in 21st Century Europe", organized by the Council of Europe and by the government of the Republic of Latvia in the frame of the "European Year of Languages", where he presents  a lecture, on the 20th of April, on the "Role of legislation in protecting and promoting small languages in Italy".

2-6-2001. Lecturer in Monopoli (BA), in the frame of the seminar organized by the Venice Commission of the Council of Europe, jointly with the Unidem of Trieste, a seminar in French language on "Le principe del la tolérance: l'experience italienne de la protection des minorités historiques et nouvelles".

13-9-2001. Penalist in Bressanone/Brixen, in the frame of the "Summer Academy" organized by the European Academy of Bolzano/Bozen, on "South Tyrol. Legal and Institutional Aspects", together with Francesco Palermo and Jens Woelk.

11-12-2001. Lecturer in Bolzano /Bozen, in the frame of the Workshop "Minoranze nelle minoranze. Le minoranze di secondo grado/Die Minderheit in der Minderheit. Die anderen Minderheiten, organized by the association "Fabbrica del tempo", on "Libertà di lingua s. Coesione sociale: in Catalogna vince la seconda! Gli spagnoli  a Barcellona fra desiderio di integrazione ed atteggiamenti tipici della 'minoranza nella minoranza' ".

31-1-2002 and 1-2-2002. He holds in Trieste, in the frame of the seminar organized by the Venice Commission of the Council of Europe, jointly with the Unidem of Trieste, a cicle of lectures and seminars on "The principle of tolerance. Linguistic rights and regionalism in Italy, Spain and France".

6-6-2002. He presents in Bologna, in the Real  Colegio de España, together with Professor Josè Guillermo García Valdecasas, Sergio Ortino, Giuseppe de Vergottini and Lucio Pegoraro his book "Le nazioni linguistiche della Spagna autonómica" (CEDAM, Padova, 2002).

From the 20th to the 22nd of June 2002. He takes part in Regensburg, Germany, to the conference "Die europäische Dimension nationaler Verfassungen", organized by the University of Regensburg, where he holds a lecture on "The European Convention on Human Rights and the Italian Constitution". 

15-16 July 2002.he holds in Aosta two Lectures (in French language) on linguistic rights in Spain, Latvia, France and Croatia in the frame of the sesssion "La protection des minorités par les instruments juridiques et les aménagements institutionnels" (directed by prof. José Woehrling) of the summer course of the "Foundation Emile Chanoux".

18-19 October 2002. he takes part in Ohrid, Macedonia, to the "Workshop on client Service Issues", organized by the Concil of Europe and the Hight  Commissioner for Refugees, where he holds a lecture on "The principle of non-discrimination and the protection of linguistic diversity within and by the public administration".

From  the 28th February to the 2nd of March 2003. He takes part in Pila, Cyprus, to the workshop "Functioning of multi-community polities in Europe and the European integration process", in the frame of the project "The Civil Socity Dialogue on Intercultural co-operation in Cyprus" [Joint project of the European Academy of Bolzano/Bozen (EURAC) end the german-Cypriot Forum (DZF)]. Within it he holds a lecture, on the 1st of March, a lecture on the constitutional relations between Spain and Catalonia.

3-3-2003. lecturer in the Eastern Mediterranean University of Famagusta (North Cyprus) on "The History of Italian regionalism and its recent developments".

3-4-2003. He holds in Trieste, in the frame of the seminar organized by the venice Commission of the Council of Europe, jointly with the Unidem of Trieste, a seminar on "Living toghther of different ethnic group sharing the same territory".

10-4-2003. Lecturer in Udine, in the frame of the conference "La lingua friulana e l'Europa. I diversi livelli di tutela giuridica", on "I  diritti linguistici e l'evoluzione dello Stato regionale spagnolo". 

22-23-24 May 2003. He takes part in Berlin and Üdersee, Germany, to the conference "Culture in Common - Living Cultures in the Cypriot Communities", organized by the "German -Cypriot Forum" (DZF) with the support of the ForeignMinistry of the Federal Republic of Germany. Within this event, on the 23rd of May, he holds a communication on "DZF and EURAC. A common project for a living federalism in Cyprus".

29-7-2003. He holds a workshop in Capaccio di Santa Sofia (Forlì-Cesena) on "New trends of regionalism and federalism and the culture of reconciliation: the cases of France, United Kingdom, South Tirol, South Africa and Cyprus", in the frame of the seminar "Adriapeople" organizednby the association "Cactus", located in Forlì. 

29-8-2003. Lecturer, in the frame of the "Master in European Integration and Regionalism" of the European Academy of Bolzano/Bozen, on "The "Cyprus Problem": a playfield of federalism for constitutional engeneering".

18-10-2003. Lecturer,  in the frame of the project "The Civil Society Dialogue on Intercultural Co-operation in Cyprus", on "Natural resources, cross-border co-operation and environmental protection.
