Brief Biography

A political theorist by background, Tove H. Malloy specializes in the legal and political aspects of national and ethnic minority rights in international law and international relations, especially in the European context. Her areas of expertise cover the major international organizations, the European Union as well as individual countries. Her current research interests include minority citizenship, multicultural indicators, EU public policy and normative force, the nature of conflict in constituent societies.

Dr. Malloy has extensive experience from the Danish Foreign Service where she has served in numerous positions, including in Eastern Europe during the Cold War as well as head office assignments. She has represented the Danish Government in international fora on post-conflict resolution for Rwanda and Bosnia, transition and development for Albania as well as on indigenous affairs issues. In this capacity and as an independent scholar she has held expert advisory and delegate positions on issues related to minority rights.

Her research has been funded by the European Commission, the Carnegie Corporation of New York, the Danish Government and the Schleswig-Holstein Landtag. She has experience in project management from both government and academia. Her writings focus on the national minority rights discourse in Europe and the regional aspects of national minority rights as well as public policy on minority rights and integration. Dr. Malloy has taught at the EU's Master Programme in Human Rights and Democratisation in Venice, Italy where she was a member of the academic staff. She currently teaches at the Master in European Integration and Regionalism in Bolzano and the University of Bologna's European Master in Peace-making and Peace-building. In spring 2006, she was a Visiting Fellow at the European University Institute in Florence, Italy.

She is currently the Consortium Director in charge of the Framework Programme 6 project on Human and Minority Rights in the Life-cycle of Ethnic Conflicts (MIRICO). In 2007 we was also the Project Leader of the project "Minorities as Standortfaktor in the German-Danish Border Region" which was a compence analysis funded by the Schleswig-Holstein Landtag. The final report is available in English, German and Danish.   

Previously she was a Senior Research Associate and Head of the EU Programme at the European Centre for Minority Issues (ECMI) in Flensburg, Germany where she was the Scientific Director of the European Commission funded evaluation project on the Aspect of Culture in the Social Inclusion of Ethnic Minorities in the Open Method of Co-ordination. The final report submitted to the European Commission is available here. 

Dr. Malloy holds a doctorate in Government from the University of Essex and an MA in Humanities from Southern Denmark (formerly Odense University).
