The EURAC was established in 1992 as a private organisation on the initiative of the government of the Province of South Tyrol. In its first year of operation (at its original headquarters, Via Weggenstein 12) there were 12 employees working in the departments of Language and Law, Minorities and Autonomies and Alpine Environment.

One of the first large project assignments for the young, rapidly growing research institute was the development of a feasibility study for the establishment of a University in Bolzano.  This preliminary work by the EURAC led to the establishment of the Free University of Bolzano in 1997.  The EURAC additionally called for the expansion of the International School of Tourism Management and the foundation of Bolzano's Design Academy (now incorporated as the Degree Course in Tourism Management and Faculty of Design and Art at the Free University of Bolzano).
In 1995, a fourth research department (Management and Corporate Culture) was established, while the year 2002 saw the formation of the department of Genetic Medicine.

Part of the EURAC (the departments of Alpine Environment and Management and Corporate Culture as well as Direction and Services Units) moved to the offices at Piazza Duomo 3 in 1996, while the main office remained at Via Weggenstein. 

 
Still, there was insufficient space to house the institute's expanding staff. By the end of the 1990s, the EURAC personnel numbered 75, and the institute was involved in collaborative projects in Germany, Austria, Bosnia-Herzegovina and Tibet.
In 2002, the formerly divided EURAC moved into a single facility in Bolzano's refurbished former GIL building at Viale Druso 1. (see The Building). 
Today the EURAC is South Tyrol's the largest research institute. The annual budget amounts to approximately eight million Euros, half of which is provided by the Autonomous Province of Bolzano, the remainder by private donations, the European Social Fund, and various national and international subsidies.
