Data Infrastructure for the Alps:
Mountain Orientated Network Technology
 

Alpine Space, Priority 1, Measure 1


The ESDP identifies the Alps as one of the sensitive regions in Europe. The AC aims to ensure a sustainable development of this unique region including several nationalities, languages, cultures, governance systems and strong contrasts between the natural regions in North and South, East and West. It therefore needs more thorough knowledge on the specific structures and problems of the Alpine space. Past attempts to analyse these have chiefly drawn on AC norms and definitions and did thus not necessarily take into account the demands of the Alpine population. The new concept of SOIA encourages a more inclusive approach to an Alpine wide development perspective and identifies an urgent demand for interactive communication with the public, policy makers and the scientific community. In close co-ordination with the AC's general secretary, DIAMONT's Alpine wide approach, cross-disciplinary and inter-sectoral partnership, participatory strategy and practical use will fill these gaps.

DIAMONT aims to:

  • contribute to common perspectives of sustainable development in the Alpine bow,
  • support the re-conceptualisation of the SOIA approach and thus.

In order to do this the project will

  • determine regional disparities influencing development processes,
  • identify Alpine wide key issues and prospects of sustainable development,
  • elaborate indicator based and qualitative regional development tools.


Description


DIAMONT aims to 
• identify different cultures of regional development,
• conduct a Delphi survey among Alpine stakeholders serving to formulate key questions concerning common visions of spatial planning for the whole Alpine space,
• deduct the drivers influencing sustainable development from the synopsis of regional development and the survey,
• determine the variables/indicators representing these drivers and identify relevant basic data for SOIA,
• specify data quality standards and check data availability,
• harmonise Alpine wide data supplied by SOIA,
• test the applicability and the validity of the data,
• make first multivariate analyses on the Alps in order to identify clusters of similar regional development,
• elaborate and optimise indicator based and qualitative tools to stimulate and steer regional development,
• test the developed tools in six pilot test regions in workshops involving stakeholders, shareholders and citizens and allowing for intercultural exchange of best practice,
• integrate the results of the participative phase into the DIAMONT instruments,
• facilitate permanent discussions with SOIA and provide SOIA with conceptual ideas and structural foundations for an Alpine wide information system,
• present and disseminate the results on local, regional, transregional and EU levels.
