Welcome at the homepage of the Provincial Land Use and Development Plan for the Province of Bolzano-South Tyrol!
The Provincial Land Use and Development Plan (LEROP) serves as programmatic vision for the territorial, social and economic development of South Tyrol. In 2004 the provincial government decided to update this vision for the next decade in strong cooperation between public administration and regional science.
Against the background of great global, regional and local changes there is a need to adjust the LEROP to current political and socio-economic conditions. Sustainable objectives and measures are to be developed in order to give local and regional administrations and politicians an adequate instrument to shape a successful future for South Tyrol.
The strong dynamics of recent political and social changes like globalisation, internationalisation, European integration or environmental policy affect South Tyrol as sensible alpine region. Despite a relative well-being already now the South-Tyrolean economy is facing threats in trade and tourism. Demographic changes and aging society lead to a multifaceted challenging medical and welfare-systems. Technological innovation is accompanied by strong traditional values and habits of the population. The area for permanent settlement in alpine regions is subject to strong exploitation and uncontrolled urban sprawl. Its usage does often not correspond to the principles of sustainability.
In this context it is the objective of the LEROP to design a balanced economic and social development for South Tyrol, which guarantees a long-term economic basis and high living standards for the population. Likewise the LEROP should adapt spatial development to the natural capacity of a mountain region. Potential conflict-filled demands on the territory are to be reconciled and balanced.
