TRANSBOUNDARY CO-OPERATION

The IMA Coordination Unit has designed and developed a study on the forms of Transboundary Co-operation that can be entered  into at a sub-state level, in collaboration with the Autonomous Region Valle D'Aosta and with international law experts. This research project has stemmed from the need to provide local authorities at a sub-state level with the legal instruments that are necessary to implement Transboundary Co-operation in a full and effective way.

The Unit has designed the study and has provided a significant contribution to the research activities.

The main objective pursued by the project is to study a suitable legal and institutional model to be implemented within a transboundary mountain area and based on the co-operation and environmental sustainable development principles, starting from an in-depth analysis of the existing documentation and from a few experiences that have already been made in the sector. From this point of view, the Espace Mont Blanc longstanding experience serves as a key point of reference. Although it has long been supported by an effective co-operation mechanism, now it requires an institutional strengthening.

A summary of this study was illustrated in Rome, on June 1st 2005, during the meeting on "Co-operation legal instruments for the Sustainable development of a transboundary mountain area", sponsored by the Ministry of the Environment and Territory and organized at FAO, in the framework of the Mountain Partnership activities. In addition to Espace Mont Blanc, further examples of Transboundary Co-operation implemented by the Italian regions of the alpine arc (proceedings) were illustrated during the meeting.

The validity and suitability of the study have been officially recognised by the UN at an international level. In its recent report on sustainable development of mountain areas, illustrated by the Secretary General of the United Nations, Mr. Kofi Annan, during the General Assembly held on September 29th 2005, the study performed by the IMA Coordination Unit was regarded as a possible model that also might be applied to other mountain regions featuring similar Transboundary Co-operation needs.
