Il progetto è frutto della collaborazione fra EURAC (Accademia Europea di Bolano/Bozen), ETC ((European Training and Research Centre for Human Rights and Democracy – Graz) ed AIRE Centre (Advice on Individual Rights in Europe – Londra). Si  basa sulla ricerca condotta in tre aree : Alto Adige/Süd Tirol, Styria e Londra. Le diversità socio-geografiche e normative di tali aree hanno dato la possibilità di creare degli indicatori suscettibili di essere utilizzati in un piu' vasto contesto europeo.

Il progetto Lisi si avvale anche della collaborazione della Provincia Autonoma di Bolzano/Bozen e dell'IFIAS (Institute for International Assistance and Solidarity - Bruxelles).
