• Associate Professor at the Institute of Austrian, European and Comparative Public Law and Political Science, University of Graz, Faculty of Law;
• Director of the Law School´s Center for South-East European Studies;
• Scientific director of the interdisciplinary Master Program „European Integration and Regionalism" of the University of Graz in co-operation with the European Academy Bolzano and the European Institute for Public Administration, Luxembourg

- 1990/1991 Director of a research-program on "Slovenia-Croatia-Serbia. The New Constitutions" sponsored by the Government of Styria, 1990/1991;
- from 1995 - 1999 co-director (with A. Ableitinger) of the research-program "Law and Revolution", a scientific collaboration with historians, political scientists and constitutional lawyers from the Czech and the Slovak Republics sponsored by the Austrian Ministry of Sciences analyzing and comparing the revolutions of 1848 und 1989 with their effects on the transformation of the political systems and the constitution-making process.
- for the academic year 1997/98 co-director (with Prof. Jan Zielonka) of the research-project "The Eastward Enlargement of the European Union: the case of the Czech Republic and Slovakia" in the framework of the European University Institute Robert Schuman Centre's programme on Central and Eastern Europe;
- for the academic years 2000 - 2002 director of the research-project "Institutionalizing Ethnic Diversity in Post-Conflict Situations. The Role of Human Rights and Minority Protection in South-East Europe" after having won a competition at the Austrian Ministry of Science action programme "University Research for Society";
- for the academic years 2003 – 2005 director of the research project „European Integration and Its Effects on Minority Protection" within the framework of the research-program of the Austrian Ministry of Science „New Orientations for Democracy in Europe" (NODE) after having been ranked top ten out of 140 applications.

- the Secretary General of the Austrian Ministry of Foreign Affairs, Dr. Albert Rohan, on the Kosovo conflict (1998/99) and the Austrian EU-Presidency in negotiations of the Contact Group on the draft documents for the settlement of the Kosovo conflict presented by Ambassador Chris Hill (1998);
