Fiscal Federalism

​The allocation of financial and fiscal powers and intergovernmental financial relations are pivotal for the very existence of a compound State. Furthermore, the struggle in the accommodation of pluralism and context-specific interests, on the one side, and of unity, equity and solidarity, on the other side, call for a constant maintenance of the financial constitutional design. The current challenges, which result from both the supranational sphere of economic governance and the domestic claims for enhanced decentralization are emblematic in explaining the dynamic nature of the financial settings. This applies to both federal and regional States and results in frequent reforming processes of the financial constitutions and the implementing legislation.

The research approach is comparative and case-studies are federal and regional States, with a special focus on institutional asymmetries (in particular on the financial regime of the Autonomous Provinces of Trento and Bolzano/Bozen).​
