The first week of the Winter School (6-10 February 2012) takes place at the Faculty of Law and School of Political Science and Sociology, Leopold-Franzens-Universität Innsbruck, Austria. The second week (13-17 February 2012) takes place at the Institute for Studies on Federalism and Regionalism, European Academy Bolzano/Bozen (EURAC), Italy.
Please note that it is not possible to attend only one week of the programme.
The Winter School provides in-depth analyses and practical knowledge regarding the problems, solutions and instruments that are and can be used in creating territorial solutions for minority-based problems. Several case-studies involve key actors who manage territorial issues on a daily basis, both in local, regional and national administrations. These actors have also worked at the international (i.e. Council of Europe) and supranational (i.e. EU) level, providing a multidisciplinary perspective. Special attention will be devoted to the Autonomy of South Tyrol.
Among others, the following issues will be addressed during the training: What are the international standards with regard to the territorial organization of countries? How can territorial settings respond to minority claims? What are the main theoretical and practical problems of accommodating minorities through self-government? How are multiethnic territories managed by legal and political means? How can interests of ‘old’ and ‘new’ minorities be accommodated in an ever more complex and intertwined world?

Please note:
On 1 day of the Winter School the group will be broken up into small groups and will discuss the four topics outlined the day before:
A) Territorial and non-territorial autonomy,
B) Cross-border cooperation in ethnic sensitive areas,
C) Immigration,
D) Language, Education and Culture.
In your application you must select one of these four topics to be discussed in the workshop and submit an abstract attached to your application. For further details see the page dedicated to “Application”.
A certificate of attendance will be awarded to participants attending at least 90% of all classes. Additionally, those who pass the final exam scheduled for the last day of the Winter School will be awarded 10 ECTS by the University of Innsbruck. These credits can be transferred to your home university if you are currently enrolled at another study programme. Please note that it is to the discretion of your home institution if and how many of these credits will be accredited to your university degree/CV. Further details regarding the final exam will be given with enrolment.
Participants will have the opportunity to submit a working paper after the Winter School. The best papers will be considered for publication. Further details will be available during the Winter School.
The organizers will provide a bus transfer for all participants from Innsbruck to Bolzano/Bozen at the end of week 1: The weekend (11-12 February 2012) is at your own disposal. Explore the local traditions, cultures and cuisines or enjoy the snow in the Alps with skiing, snowboarding or just walking through the Alps’ fantastic scenery!
