Human and Minority Rights in the Life Cycle of Ethnic Conflicts- Mirico (2006 -2008)

During the series of wars and ethnic conflicts and the serious human rights violations and ethnic cleansing in ex-Yugoslavia in the 1990s, the international community reacted through a crisis management approach. Nevertheless, the EU is still faced with unresolved problems such as the “final status” of Kosovo, and the question of how to deal with the problem of accommodating ethnic and territorial claims in order to prevent spill-over effects from occurring in the forms of new conflicts and refugees in both the region itself and the EU.

A coherent EU-policy towards the new EU ‘neighborhood’ (Caucasus, Ukraine, Russia) faces the same problem of how to accommodate ethnic and cultural diversity in order to prevent serious human rights violations from occurring in existing and possible future conflicts. The overall objective of the MIRICO project was to analyze the status of human and minority rights in all phases of ethnic conflicts, and in the phase of re-construction and reconciliation. The development of EU foreign policy and its shift from a stance of re-active crisis management to the promotion of regional stabilization and the associated prospect of full EU-membership was also analyzed.

MIRICO was funded under the 6th framework program of the EU. In this project, EURAC was the lead partner, collaborating with six universities and research institutions from Italy, Austria, Germany, the UK and the Balkan countries.
