2f/2018: Municipalities and institutional cooperation in multilevel systems: The local level of governance between identity, participation and efficiency - a comparative analysis with special focus on South Tyrol
The PhD project analyses the development strategies of the constituent unit “Municipality” in South Tyrol and in selected neighboring regions in the Alpine Region focusing mainly on their vertical and horizontal institutional cooperation. In the context of recent societal changes among them aging population or youth migration as well as institutional administrative reforms, Municipalities are faced with more and more particular challenges. The aim of the research project is to show how and with which intensity Municipalities, especially those in rural areas, cooperate with each other on the one hand as well as with other levels of government on the other. Furthermore, the project will analyze which effects these cooperation strategies have on the general system of local governance, on the democratic decision making processes as well as on the legitimacy within a Municipality. The innovative element of the research lies in the comparison, from which good practices and models of cooperation will emerge which shall provide insight on local institutions as actor within a multilevel system.
The PhD will be implemented in cooperation with the Universities of Innsbruck (Austria) and Fribourg (Switzerland). The project is co-financed by the Stiftung Südtiroler Sparkasse.
