Implementation of MONITRAF (Monitoring of road traffic related effects in the Alpine Space and common measures) Objectives Description Background Partner Links Contacts Objectives

iMonitraf!s Main objectives are as follows:

- Establishment of a long-lasting political network;

- Implementation of a common monitoring system among Alpine regions

- Establishment of a Best Practice decision making aid

- Identification discussion of innovative measures to improve modal shift

Within INTERREG III B Alpine Space program, iMONITRAF! is co-financed by the European Union and runs from June 2009 until June 2012. Starting from analyzing the effects of road traffic in Alpine Space – precisely along five severely threatened transalpine crossings Fréjus, Montblanc, Gotthard, Brenner and Tauern/Tarvisio (see Fig. 2) – measures for common strategies for transalpine traffic are elaborated and put into action.

Thus, a long-lasting political network is to be established, which serves as common voice of the Alpine regions and which is recognized on regional, national and EU level. It pushes innovative measures for more sustainable regional development. To reach this objective, project partners from the most affected Alpine transit regions will develop evaluation instruments. In order to implement a common monitoring system among Alpine regions and to assess the effects of Alpine traffic, regional indicators will be interpreted. Based on these results, iMONITRAF! will evaluate innovative and best-practice measures for modal shift improvements and create an implementation aid. This best-practice guide will provide information on potential measures and provide new input for regional stakeholders.

Within the next three years, an annual Transport Forum will provide the possibility to share iMonitraf! outputs, views and experiences with politicians, stakeholders and the public. Additionally it will integrate their feedback into further project activities. These Transport Forums (of which the first will take place in the year 2010 in Tyrol, followed by Central Switzerland in 2011 and Rhône-Alpes in 2012) will also be the platform for strengthening the common voice of the Alpine regions.


Structure of the project

The project is made up of six different work packages:

  • WP 1: Project Preparation
  • WP 2: Project Management
  • WP 3: Information and Publicity
  • WP 4: Political networking
  • WP 5: Indicators and monitoring
  • WP 6: Common measures

In WP 5 the Institute for Regional Development and Location Management works jointly with ARPA Valle d’Aosta as joint WP Leader in coordinating this WP, which provides fundamental information for the work of other WPs, especially WPs 4 and 6.

 Tasks of the institute

Initially WP5 develops evaluation instruments, which are implemented during the collection and assessment of existing monitoring systems in the alpine space (e.g. transport).

The Institute for Regional Development and Location Management analyses already existing monitoring systems (e.g. AlpCheck, AlpFRail etc.) and collects data obtained from these monitoring networks. The data gathered is assessed and interpreted. In compliance with the latest EU provisions, possible deficiencies of the monitoring systems are identified. This is performed especially with reference to the key indicators. In addition, the project partners qualitatively assess the environmental impact of existing traffic scenarios and develop common strategies.

Furthermore the Institute is responsible for collecting transport data from the regions involved in the project to assess the situation along the transalpine corridors of the project area. Together with data already collected during Monitraf, this information is processed and then implemented on an iMonitraf! database. Therefore, the Institute for Regional Development and Location Management elaborates a web-GIS-system allowing a cartographic visualization of the collected and stored data. This will not only meet the needs of the project partners but also of relevant third parties.

Together with ARPA Valle d’Aosta the Institute is also responsible for performing the common interpretation of the monitoring data and the qualitative assessment for the traffic growth

scenarios set up in WP 6. Additionally, the Institute for Regional Development and Location Management prepares the final WP report together with ARPA Valle d’Aosta.


The strong increase of transalpine freight traffic and its further growth is a heavy strain for Alpine transit regions (see Fig. 1). The traffic volume along the main alpine corridors has nearly doubled in the last 20 years. To reduce the negative impacts of transalpine freight traffic, the affected countries and regions have implemented different regulatory (e.g. bans, road pricing, restrictions etc.) and market-based measures.

As these measures are however not coordinated between the Alpine regions, they do not always create synergies but moreover risk to shift traffic from one corridor to the other (e.g. road pricing and regulations shifting a considerable amount of freight traffic from Swiss to Austrian alpine road crossings). Therefore, common and effective measures are necessary to enable a sustainable development in the entire Alpine region.

Thus iMonitraf! Picks up where the project MONITRAF left off. MONITRAF analyzed the effects of road traffic in the Alpine Space - precisely along the four severely threatened transalpine crossings Fréjus, Montblanc, Gotthard and Brenner – and developed measures for a common transport strategy. With the “Resolution of Innsbruck” the political representatives of all MONITRAF Regions (Rhône-Alpes, the Autonomous Province of Bolzano-South Tyrol, the Autonomous Province Valle d’Aosta, the Region of Piedmont, Canton Ticino, the Central Switzerland Government Conference and the Land of Tyrol) specified necessary measures to achieve sustainable development of transalpine transit.

Based on these points iMonitraf! will continue and institutionalize the cooperation begun in Monitraf. This will ensure an effective implementation of these common measures. Furthermore, iMonitraf! will focus on strengthening the political cooperation in order to establish a long-lasting network which will serve as a common voice of the Alpine regions. iMonitraf! will also include freight and passenger transport for the optimization of a common strategy. These measures will contribute to improved living conditions and will preserve the economic resources of the Alpine space.
