The aim of the Sourcebook is to provide a standardized approach to vulnerability assessments in the context of development cooperation covering a broad thematic scope as well as different spatial and temporal scales. The assessments based on this Sourcebook shall not only provide a baseline for adaptation planning, but be furthermore suitable to assist the monitoring and evaluation of adaptation efforts. Highlighting the utilization of vulnerability assessments throughout the project life cycle of adaptation measures is a novelty to the current notion of vulnerability assessments. Here lays the distinct added value of this Sourcebook vis-à-vis the growing number of reviews, guidelines and handbooks for conducting vulnerability assessments in the development context.

Dedicated to supporting the German development and technical cooperation in its adaptation efforts, the Sourcebook particularly addresses the staff of German development agencies in developing countries as well as their partners and local stakeholders. Furthermore, it targets international organisations and individuals engaged in activities where adaptation to climate change and development meet. These audiences are likely familiar with various issues related to climate change and adaptation.
