    Indicators for Assessing the Impact of the Framework Convention on National Minorities (FCNM)

    The aim of this study, commissioned by the Secretariat of the FCNM (CoE) was to identify indicators to assess the impact, both positive and negative, of the FCNM with regards to the protection of persons belonging to national minorities.

    Policy indicators were piloted in the legal domain in terms of legislative developments, public policies and jurisprudence, and in the political domain in terms of government actions and practices. Performance indicators were also piloted in the political domain in terms of political discourses. Other domains, such as the cultural, social and economic spheres were only addressed in relation to the two domains in focus and were not the objective of indicator piloting.

    The indicators developed in this study should be considered as initial guidelines and proposals which should help bring about a methodology for assessing the impact of the FCNM on the behavior of the governments of its state parties.
