EU H2020 LocalRES - Empowering local renewable energy communities for the decarbonisation of the energy systems

LocalRES will deploy innovative local energy systems driven by renewable energy communities for a socially fair energy transformation that puts renewable energy into the hands of communities and people. LocalRES will deliver new digital tools that will boost the expected structural change in the current energy system at different levels: 1) generation, increasing the number of small power producers of renewable energy; 2) market, creating local energy markets that enable prosumers to trade energy volumes of their choosing within local communities; 3) distribution, establishing a multidirectional energy flow and promoting energy services, and 4) consumers, empowering consumers to be active and participating in the energy system and the design of their own Renewable Energy Communities (REC). The main objective of LocalRES is to demonstrate innovative local energy systems in a sector coupling approach, which will be able to interconnect and optimise the joint operation of different energy vectors (electricity, heating, mobility, etc.) by maximising the RES contribution and enhancing the energy system flexibility and supply security. The focus is on the renewable energy communities as main actors for leading the structural change in the current energy system towards the decarbonisation of the local energy systems based on an integrated multidirectional flow approach and prosumers, allowing to maximize the replicability and upscale the potential of the decentralized solutions developed in the project.

LocalRES will deploy innovative local energy systems driven by renewable energy communities for a socially fair energy transformation that puts renewable energy into the hands of communities and people. LocalRES will deliver new digital tools that will boost the expected structural change in the current energy system at different levels. The main objective of the project is to demonstrate innovative local energy systems in a sector coupling approach, which will be able to interconnect and optimise the joint operation of different energy vectors (electricity, heating, mobility, etc.) by maximising the RES contribution and enhancing the energy system flexibility and supply security.

The main objective of LocalRES is to engage citizens and communities to participate in the energy transition. The focus is on the Renewable Energy Communities (RECs) as main actors for leading the structural change towards the decarbonisation of the local energy systems through the involvement and awareness-raising of citizens and communities. LocalRES will develop a planning tool oriented to enable citizen participation in the REC planning decision-making processes and will allow to maximize the replicability and upscale the potential of the decentralized solutions developed in the project. LocalRES will also develop and demonstrate a Multi-Energy Virtual Power Plant (MEVPP) approach for optimizing in real-time different energy vectors and different energy and flexibility services by the REC, according to their community preferences. The MEVPP will maximize the RES contribution, enhance the energy system flexibility and supply security. The LocalRES solutions promote a secure, sustainable, competitive and affordable energy supply for everyone. To get our energy system completely decarbonised it is essential to exploit the distributed RES as much as possible and manage them in a way that not only do they not affect the energy networks stability (specially the power grid), but also provide flexibility to the whole system. LocalRES understands that high level of DERs exploitation will not be achieved unless citizens are an active part of the energy market, and, even more, they are part of an energy community where the resources can be jointly managed to increase the social and economic benefits. In this sense, the main idea under the LocalRES project is simple: to provide the necessary tools to promote the creation of REC as main actors for the energy transition and demonstrate their suitability to speed up its uptake. The first step for establishing a REC is to identify the existing energy resources and evaluate different RES-based system configurations and operation modes that allow them for the participation in the energy market and bring benefits. In this sense, a planning tool to support local communities on cataloguing present assets and design of RECs will be developed. It will provide a set of scenarios with associated indicators as a kind of pre-feasibility studies, to support discussions and decision-making processes that will be guided by an energy expert in dedicated sessions with the local users. The main objective is to give citizens access to knowledge and information, and help them to define the first stages of their local REC. The second step, when the REC has been defined and all the new assets installed, the operation of the systems must be addressed. LocalRES will elaborate a control based on a multi-market MEVPP concept according to sector coupling principles with focus on potentiating RECs participation in the energy market, leaving up to the members’ choice where to invest the benefits coming from this activity. The MEVPP will be demonstrated in four pilots (Finland, Spain, Italy, Austria) addressing both rural areas and geographic islands, places where the connection with the national grid frequently breaks down.
