<table><tbody><tr><td>Important updates:In June 2021, the European Commission released a HORIZON Innovation Actions call for “Tools to support the uptake and accessibility/exploitability of environmental observation information at European and global level” (HORIZON-CL6-2021-GOVERNANCE-01-16). Proposals are expected to contribute to all of the following outcomes:Conversion of existing environmental platforms into fully interoperable digital ecosystems, taking advantage of recent progress made in artificial intelligence, machine learning and high performance computing;Enhance the FAIRness (findability, accessibility, interoperability and reusability) of environmentalobservation data, environmental observation knowledge at regional and local levels across all European regions;Better access for European stakeholders to global environmental observation data, actionable information and knowledge;Contribution to the Destination Earth initiative.European Commission is additionally looking for operational tools that can directly support the objectives of the European Green Deal, the new EU climate adaptation strategy and European strategy of data. These tools should apply directly to data derived from major European programmes such as Copernicus, Galileo/EGNOS and INSPIRE to help establish a common European Green Deal data space, fully interlinked with the common European data space for research and innovation and the European Open Science Cloud.Our proposal: “Open-Earth-Monitor”To address critical challenges arising from massive data volumes produced by EO sensors and in-situ monitoring networks, this consortium is proposing to build a cyberinfrastructure that could significantly accelerate uptake of environmental information, and help build user communities at European and global levels. In a nutshell, with Open-Earth-Monitor, we (a consortium of 22 organizations) plan to leverage our own existing platforms OpenEO, Geopedia, GlobalEarthMonitor.eu, OpenLandMap, OpenDataScience.eu, Restor.eco, XCUBE and EuroDataCube technology, and then further innovate, implement and deploy operational data tools aimed at massive user communities. Our proposal is based on the following four pillars:Build upon existing Open Source software and Open Data projects: we plan to leverage, as much as possible, several existing, established, Open Source and proprietary projects such as OpenEO, GDAL, STAC, XCUBE, Geopedia.World, OpenDataScience.eu and similar.Decision-ready environmental information for wide masses: we believe that the two key measures of usability of environmental information are: (1) how easily usable are tools? and (2) how vital and self-sustaining are the development and user communities? We consequently deem it important that our products are accessible through a diversity of services, easy to use, and that supporting communities are engaged and vital.Seamless integration of in-situ (ground-based) and space-based EO data: we believe that integration and use of ground observation networks is currently a bottleneck for many  environmental monitoring projects. We are therefore aiming to connect large existing EU and global in-situ Observation & Measurement networks (LUCAS, FluxNet, GBIF, TRY and ESFRI Environmental Research Infrastructures such ICOS, eLTER, ANAEE and similar) and to harmonize them following the FAIR principles so they can be seamlessly integrated with the EO data cubes.Governance as empowerment: we believe that the best way for an institution to achieve environmental governance and to rely on evidence-based decision-making is to ensure that the institution is in full control of the process of producing information. We will spend significant resources in this project to simplify access to complex AI, ML, HPC tools and will help improve the capacity of users to build their own applications.In summary: Open-Earth-Monitor will be a cyberinfrastructure that focuses on making robust and generic tools for a diversity of users, helping to build user communities, and helping to enhance existing data services (e.g. Copernicus Land Monitoring Programme, Copernicus Climate Change Service and similar). We plan to document production of all new data and software we produce with metadata and detailed explanations of production steps, reflecting the highest levels of Reproducible Research and FAIRness. Eurac Research is contributing to the following tasks: WP3 Open-Earth-Monitor computing engine<ul><li>Development of a OpenEO backend compliant with OpenEM (October 2022 to June 2025)</li><li>Development of in-situ data support and ML extension in OpenEO (October 2022 to June 2025)</li><li>Open-Earth-Monitor QGIS plugin (June 2023 to June 2025)</li></ul>WP4 Open-Earth-Monitor in-situ O&M usability tools<ul><li>Integration and harmonization between in-situ and gridded data (June 2023 to June 2025)</li></ul>WP5 Open-Earth-Monitor suite of tools to support EU programmes<ul><li>Development of EU-snow monitor (December 2023 to March 2026)</li></ul>WP8 Communication, dissemination and collaboration<ul><li>Organization of hackatons (October 2022 to Jun 2026)</li><li>Eurac Research is hosting the 2023 Open Earth Monitor Conference</li></ul> Update 2023: In the first project year we have achieved the following:General: The implementation plan has been delivered, accepted and published. And we have contributed to other deliverables such as the stakeholder management plan and the financial exploitation plan.We have given a talk about the ADO platform in the Open Earth Monitor Science Webinars.WP3 Open-Earth-Monitor computing engine: We have participated in a workshop on the future of ML in EO Cloud Platforms in Münster. We will present a tutorial on the use of openEO at the Open Earth Monitor Conference 2023.WP5 Open-Earth-Monitor suite of tools to support EU programmes: The stakeholder involvement for the High Resolution Snow Water Equivalent Use Case has been solidified. The Hydological Office of the Province of Bolzano is our stake holder and has expressed his requirements to the snow water equivalent monitor. We have interacted with our technology partner Sinergise, who will further develop cloud ready machine learning tools in liaison with our use case. Additionally, we have screened the landscape of EO cloud platforms that offer best access to the data sets needed for the calculation of the snow water equivalent.WP8 Communication, dissemination and collaboration: We are hosting the Global Open Earth Monitor Conference 2023 in Eurac, Bolzano. We have integrated the conference with the EuroGeo Conference 2023. 300 to 500 people will participate.</td></tr></tbody></table>
