Who gets to vote in South Tyrol? A political history of the residency clause

‘We did not have to make any concessions to achieve this result, which would have meant any reduction for the minority protection,’ said South Tyrol’s President Arno Kompatscher in an interview with Rai after the text negotiated with the Italian Government on the revision of South Tyrol’s Autonomy Statute was made public in April. The autonomy reform primarily focuses on restoring the Province’s legislative powers. However, this restoration did not come without something in return. Rome demanded concessions in other areas, including the so-called residency clause, which determines who can participate in provincial and local elections. This clause has repeatedly been part of political negotiations between South Tyrol and the Italian Government in the past, as this article shows.
