Guests and uneven hospitality: Beyond the NATO Summit in Ankara

In early June, while Ankara hosted high dignitaries for the last [NATO Summit](https://www.nato.int/en/news-and-events/events/2026/07/overview---2026-nato-summit-in-ankara-), the city underwent significant changes: streets were cleaned or closed, protesters were arrested, animals were removed, the poorest houses were hidden. For a time, the city showed how great it was at welcoming guests. [Welcoming City](https://bristoluniversitypressdigital.com/monochap/book/9781447378457/int001.xml), usually refers to the policies and programmes with which municipalities can improve the arrival and stay of immigrant populations. This month, Ankara showed that it had the institutional capacity to renew itself for the venue of foreign guests – but it would not do it for any foreigner or even the national local populations.
