The EU Constitution in Time of War

Inspired by his latest book, The EU Constitution in Time of War: Legal Responses to Russia's Aggression against Ukraine, Professor Fabbrini examines the EU response to Russia’s war of aggression against Ukraine. How has the EU addressed the conflict, and what options exist to improve the EU constitutional set-up amidst growing geopolitical challenges and risks? Is the EU as a peacetime organization forced to adapt to wartimes? If so, how can this happen, especially in key areas such as the Common Foreign and Security Policy, the Fiscal and Economic Policy, the Area of Freedom, Security and Justice, Energy and Industrial Policy and the Enlargement?

Federico Fabbrini is Full Professor of European Law at DCU’s School of Law & Government, as well as the Founding Director of the Brexit Institute and the Dublin European Law Institute (DELI). He holds a PhD from the European University Institute and has held positions in the Netherlands, Denmark, and the United States. He has authored five monographs and edited multiple volumes on EU law and politics, particularly focusing on Brexit, EU governance, and fiscal capacity. Recognized with prestigious awards like the Charlemagne Prize fellowship and DCU’s President’s Research Award, he frequently engages with EU institutions and national governments. In 2021, he was appointed Knight of the Order of the Star of Italy by the President of Italy.
