Regional Strategy for Climate Change Mitigation and Adaptation in Friuli Venezia Giulia

In line with the 2021 Climate Change Adaptation Strategy and the EU Climate Law, administrations at all levels are developing proactive strategies and plans to address the major challenges posed by climate change.

The Center for Climate Change and Transformation, in collaboration with the Institute for Regional Development of Eurac, is supporting the Friuli Venezia Giulia Region in the development of the Regional Climate Change Mitigation and Adaptation Strategy and Plan, with the goal of enhancing the region's adaptive capacity and strengthening societal resilience to climate risks.

The development of the strategy and plan is a highly complex process that, to be successful, must be based on solid scientific foundations. With a rich and robust data set provided by ARPA-FVG and the use of advanced risk analysis methodologies, the project aims to build a vision that translates into specific adaptation objectives and measures for each sector, tailored to the regional territorial specifics. The project includes the coordination of several activities by Eurac researchers, such as: creating a conducive environment for developing the strategy, analysing the territorial context, policies, and climate framework, understanding adaptive capacities, conducting semi-qualitative risk analysis and assessing climate impacts on the territory, formulating a strategic vision with achievable objectives, identifying adaptation measures, and finally, developing a monitoring plan.

The development of the Strategy and Plan involves the participation of regional departments, promoting horizontal and intersectoral governance to ensure an integrated approach to climate adaptation. Additionally, it involves key stakeholders such as third-sector associations, trade representatives, experts, and citizens, encouraging broad participation and an inclusive process to facilitate the strategy's implementation. This approach makes climate adaptation a process that informs and guides regional sectoral and territorial planning and programming. As stated in Master Adapt: Guidelines for Regional Adaptation Strategies, climate change should not be considered as a separate environmental sector but rather as a catalyst for environmental risk phenomena, requiring new planning methods.
