New study highlights the decarbonization potential of behavioural shifts alongside technological measures
Europe's ambitious climate goals highlight the importance of combining energy policies with technological decarbonization; however, these efforts alone may not achieve the necessary emissions reductions. Existing models for low-carbon transitions often focus on technological interventions, without fully integrating the decarbonization potential of behavioural shifts towards sufficient consumption. A comprehensive model that incorporates both sufficiency and technological measures, with realistic adoption rates for sufficiency actions, is essential to effectively evaluate climate targets' feasibility.
A new study by Politecnico di Milano and Eurac Research, recently published on the scientific journal Ecological Economics, introduces a multi-regional, multi-sectoral model, based on an input-output framework, to quantify the decarbonization impacts of sufficiency measures on greenhouse gas (GHG) emissions, Gross Domestic Product (GDP), and employment under European Union (EU) specific scenarios through 2050.
The model evaluates six sufficiency measures: reductions in air travel, personal living space, and vehicle size; increased product and space sharing; greater cycling adoption; and a shift towards plant-based diets.
"We translated and extended the penetration profiles developed within the FULFILL project into a multi-regional input–output (MR-IO) model built on MARIO, allowing us to track their effects across European supply chains. The analysis shows that the six sufficiency measures considered could still avoid about 13.8 Gt CO₂eq cumulatively by 2050. The vast majority of this total comes from just two behavioral shifts: more plant-based diets (~ 8.4 Gt, 61 %) and fewer passenger flights (~ 4.9 Gt, 35 %), both of which remain effective even under accelerated electrification and renewable deployment. In contrast, car downsizing, increased cycling, and sharing schemes fall to only a few percentage points once technological advances in transport and energy are explicitly accounted for and given their longer adoption times. The results suggest that sufficiency policies should focus on consumption domains - red meat and air travel - that are unlikely to be fully decarbonized in the next 10-15 years, while the technological transition proceeds elsewhere" explains Nicolò Golinucci, first author of the study.
"Our innovative clustering methodology enabled us to extend the analysis from five countries to all 27 EU member states, capturing Europe's diverse socioeconomic landscapes. From an energy system modeling perspective, the findings show how these sufficiency measures could significantly reduce infrastructure requirements while achieving substantial emissions reductions. The 13.8 Gt CO₂eq potential savings, primarily from dietary changes and reduced air travel, represent an opportunity to complement technological solutions with behavioral shifts, potentially lowering the overall costs of energy transition.
