PLANtoACT, a new project designed to help local and regional authorities transform their climate ambitions into tangible action kicked off the last 9 and 10 December in Bolzano
PLANtoACT (Bridging the Gap from Planning to Action) is a three-year project co-funded by the European Union under the LIFE Programme. Led by Eurac Research with eight partner organizations across seven countries, the project strengthens the capacity of local and regional authorities to effectively implement Clean Energy Transition plans and strategies.
The project's kick-off meeting, held December 9-10 in Bolzano, Italy, brought together nine partners from seven countries to address a critical gap in Europe's energy transition: the disconnect between planning and implementation.
Co-funded by the European Union's LIFE Programme, PLANtoACT takes a refreshingly practical approach to clean energy planning. Rather than adding another layer of strategy documents, the project focuses on creating actionable, time-bound roadmaps that align with political cycles and real-world constraints faced by local decision-makers.
The project's methodology integrates multiple governance levels—from national to regional to municipal—while bridging sectors that traditionally operate in silos: electricity, heating and cooling, industry, and transport. This holistic approach ensures that energy planning doesn't happen in a vacuum but reflects the complex, interconnected reality of modern energy systems.
A particular emphasis is placed on heating and cooling strategies, often overlooked in favor of electricity-focused initiatives despite representing a substantial portion of energy consumption in buildings and industry.
The atmosphere during the Bolzano kick-off meeting reflected the project's collaborative approach. Partners shared their expertise, aligned their approaches, and set ambitious yet achievable goals for the three-year initiative. The focus was clear: equip local and regional authorities with the tools, knowledge, and networks they need to lead the energy transition in their communities.
