EU LIFE PLANtoACT - Bridging the Gap from Planning to Action: Capacity Building for Regions and Municipalities in Implementing Clean Energy Transition Strategies

PLANtoACT: Bridging the Gap from Planning to Action in Clean Energy Transition

Project Scope: PLANtoACT addresses the critical challenge faced by Local and Regional Authorities (LRAs) across Europe: translating ambitious clean energy transition plans into concrete actions. Working with five diverse pilot regions in France, Italy, Romania, Germany, and Portugal, the project develops an innovative integrated energy planning framework that aligns strategies across multiple governance levels and sectors.


Key outputs:

  • PLANtoACT energy planning framework: A comprehensive, integrated, stakeholder-driven and spatially detailed energy planning framework for developing/updating CET plans, ensuring vertical and horizontal alignment across governance levels and sectors.


  • PLANtoACT knowledge hub: A centralized repository integrating open-source energy planning models, co-creation methodologies, lessons learned, and capacity building materials, hosted on GitLab following FAIR principles.


  • Heating and Cooling Strategy Development Guide: A user-friendly, step-by-step guide collecting lessons learned from developing H&C strategies in pilot cities, designed to help small and medium-sized municipalities create feasible strategies aligned with broader CET goals.


  • Multi-level Governance Structure Model: A blueprint for establishing organizational structures that embed carbon neutrality goals into local and regional governance, facilitating coordinated implementation and monitoring of CET plans.


  • Replication and Knowledge Transfer Strategy: A comprehensive plan for fostering adoption of project results beyond pilot participants, including recommendations for adapting the PLANtoACT framework to diverse local contexts.

PLANtoACT creates unprecedented value by combining advanced energy system modeling with spatially detailed analysis, action-oriented approaches, and stakeholder-driven co-creation processes. The project's integrated approach ensures that regional and municipal strategies are aligned, while comprehensive capacity building empowers LRAs to independently manage their energy transition. The open-source framework and replication strategy multiply impact across Europe, supporting the EU's 2050 climate neutrality goals through practical, implementable solutions.
