Short Bio:

Marco Castagna holds a master’s degree in Civil Engineering from the University of Trento. He has worked at Eurac Research since 2007 in energy efficiency in buildings. Since 2015 he is working on the technical and economic analysis for single or multi-owner building stock retrofitting. In addition, he has worked on several projects on building modeling and simulation and monitoring single buildings and districts to perform continuous commissioning.

The building sector contributes significantly to energy consumption and greenhouse gas emissions, with many buildings being energy inefficient. In response, the European Green Deal promotes improving energy efficiency to support decarbonization goals. However, managing energy consumption and integrating data from multiple sources presents challenges, especially for large building portfolios. This study introduces a novel methodology designed to optimize energy renovation strategies, balancing technical, financial, and maintenance considerations. The methodology is implemented in CERPlan 1.0, a web-based decision-support platform that combines data on building energy performance, renovation costs, and maintenance needs. Through simulations, CERPlan 1.0 helps decision-makers prioritize retrofit interventions based on economic criteria while leveraging synergies between energy improvements and regular maintenance. Application of this methodology to real estate portfolios reveals opportunities to enhance cost-effectiveness and energy savings. The results show that integrating maintenance into renovation planning reduces payback times and allows for more comprehensive renovation strategies. The conclusions highlight CERPlan 1.0’s potential to improve decision-making, making building renovations more efficient and sustainable.

Assessing the Cost-Effectiveness of Incentives for Energy Transition Using Marginal Abatement Cost Curves

Incentive policies play a crucial role in encouraging the adoption of renewable energy sources and energy efficiency measures. This study analyzes and compares the incentives for energy transition in the South Tyrol region of Italy using a marginal abatement cost (MAC) curve constructed with an expert-based approach. The incentives for residential energy efficiency, mobility, and boiler replacement are characterized based on assumptions for costs, energy savings, and parameters. The resulting expert-based MAC curve analysis reveals boiler replacement incentives to be the most cost-effective, yielding CO₂ reductions at the lowest cost but with limited potential as the incentive is limited to apartment blocks that are not in district heating areas. Mobility incentives enabling electric vehicle adoption have the highest CO₂ reduction potential, albeit at higher costs per ton abated. Residential energy efficiency incentives fall between the two for cost-effectiveness and potential. The MAC curve approach provides a useful comparison of cost-effectiveness versus potential, guiding policy prioritization. This techno-economic assessment methodology can be applied to other regions pursuing energy transition. Overall, a balanced policy mix encompassing transport, buildings, and heating is required for comprehensive low-carbon transition.

A roadmap for the improvement of earthquake resistance and eco-efficiency of existing buildings and cities

The global population now exceeds seven billion. This means that during the past 250 years or so, it has increased tenfold that of the Industrial Revolution in the mid-18th century, which is believed to have been 700 million. Eighty percent of the global population lives in developing regions, which means that the consumption of resources and energy will increase enormously in the future. Resources and energy are some of the most fundamental elements for the daily life of humankind. In recent years, it has been recognised that increasing fossil energy consumption could even change the global climate. It is anticipated that global warming will cause extremely serious problems in the future, in fact, climate change driven by global warming has already increased the intensity and frequency of weather action such as typhoons/hurricanes and torrential rainfalls, causing enormous damage; in addition, the frequency or intensity of heavy precipitation events has likely increased in North America and Europe1. On the other hand, developed countries,
such as EU, have accumulated a huge amount of infrastructure and building over a long
time. It means that these structures have to be properly maintained by taking cost, natural resources consumption, and more severe loading and environment into consideration. In other words, it is very important how to incorporate sustainability concepts into construction industry. SAFESUST is an acronym to mean SAFEty and SUSTainability. It identifies a research work-package on Impact of sustainability and energy efficiency requirements on building design and retrofit, being conducted by the European Commission - Joint Research Centre, Directorate Space Security & Migration, as a part of the project: Safe and Cleaner Technologies for Construction and Buildings.
The acronym appeared in the title of the workshop: A roadmap for the improvement of
earthquake resistance and eco-efficiency of existing buildings and cities, and the word soon during the discussions which took place, became a neologism. Expressions such as “SAFESUST concept”, “SAFESUST problem” and “SAFESUST approach” were commonly used. For this reason, in this freshly created word, possibly remain the essence of the roadmap which has been started to be drawn at the workshop: SAFEty and SUSTainability.
There is sufficient evidence of the fact that there could be not anymore safety without
sustainability. This evidence underpins actions to mitigate what could be the most difficult problem mankind have faced since ever: saving our only planet, and this was not to be discussed at the workshop. What became soon evident during the discussion is that there can be no sustainability without safety, in tackling the improvement of the existing building heritage.
