Project: ClimAte JuStiCe and INtersectionality: from ADaptation to Transformation

Climate justice examines the responsibilities and impacts of climate change through a justice framework, incorporating distributive, procedural, recognitional, and corrective justice. It intersects with concepts like social inequality, vulnerability, and resilience. This report thus first traces the evolution of inequality studies in relation to climate justice, highlighting how the uneven and asymmetric access to and distribution of resources reflect the core principles of climate (in)justice. It also offers a systematic review of the most prominent definitions of climate justice in scientific literature, followed by a critical analysis of its implications for climate change research. In particular, it includes a diagnosis of concepts and debates closely related to climate justice that have often been treated separately, fostering cross-fertilization and cross-disciplinary dialogues that bridge different perspectives. Finally, it highlights the need for climate research and policy to consider the diverse nature of societies and how different groups and communities access services and processes. It ultimately calls for significant societal changes that address current power structures.

Defining “Minority”: Debates around Framing Strategies at the UN Forum on Minority Issues

Compared to other vulnerable groups engaged in global governance, minority groups who advocate for ethnic, national, and/or linguistic minorities have had only moderate success in securing an international minority rights regime. International protection of minority rights continues to face obstacles in light of uneven recognition at the UN. Therefore, it is important to understand how minority representatives engage with global governance at the UN to claim their rights and promote international cooperation. The UN Forum on Minority Issues offers an important space for minority representatives and advocates to interact with state and international organizations, report violations, and share good practices. The low status of minority rights is often linked to the lack of a working definition of who or what constitutes a minority under international law. I explore the extent to which the Forum has been a space for minority groups to contend with the lack of a working definition for minority and frame the concept of minority in new ways. Using a database from the Tom Lantos Institute, I analyze some of the debates around the concept of minority reflected in the discourses of UN Special Rapporteur statements, forum reports, and organizational statements made at the Forum. In addition to discussions over the scope of the concept of minority, there is contention over the term “minorities” itself, its application, as well as whether the term itself is belittling and prejudiced. I argue that attention to how actors use the Forum to frame and interpret the definition of minority will reveal opportunities and challenges for minority groups in global governance.

This contribution explores how museums contribute to or degrade peaceful relations in divided societies in light of ongoing disputes at the cultural-symbolic level. The case concerns the autonomous province of South Tyrol (Italy), which successfully settled a minority conflict. This inquiry into how museums confront historical legacies and persisting conflict-related tensions sheds light on the interplay between cultural expressions, institutions, and the socio-political landscape. Looking at three representative museum/exhibitions, we identify specific elements and strategies that either recontextualize debates or sustain divisive understandings of the minority conflict. We argue that museums/exhibitions play a critical role in the aftermath of conflict in ways that affect social cohesion and stability

Making Claims at the United Nations: How Intersectional Frames Matter for Minority Women

This chapter explores how the social and political actors populating the UN Forum on Minority Issues promote intersectional approaches as part of transnational advocacy efforts concerning the situation and collective action of minority women. A framing analysis builds on studies that looked at how intersectionality has been used in activism and mobilisations (Roth, 2021; Evans and Lepinard, 2020; Terriquez et al., 2018; D’Agostino, 2018). Two sources of discourses of the UN Forum on Minority Issues are analysed—Independent Expert and Special Rapporteur reports and Forum statements. The chapter finds that, first, most references to intersectionality pertain to the experience of minority women and at times to other intersectional categories. Second, the vast majority of discourses adopt a frame of intersectionality that makes visible the marginalisation and vulnerability of minority women, but some discourses do politicise minority women to promote their agency in terms of participation, decision-making, and empowerment. Third, intersectional lenses are more likely to be reflected in statements by Special Rapporteurs, advocates, and activists rather than states and international governmental organisations (IGOs). Overall, the chapter demonstrates how attention to the intersectional frames used by and on behalf of minority women in global governance spaces discloses opportunities for realising solidarity, resistance, and transformation.

Il contributo esamina il complesso panorama delle minoranze religiose in diversi contesti geografici e giuridici, e l'impatto dell'emergenza generata dalla pandemia di Covid-19, da una prospettiva giuridica, concentrandosi su materiali legislativi e giurisprudenziali. Dopo un'introduzione sulla natura fluida della nozione di minoranza religiosa, l'analisi si struttura attorno a dicotomie tematiche che evidenziano tensioni tra interessi contrapposti, come l'autorità religiosa contro quella laica e la salute pubblica contro l'autonomia religiosa. Le aree di interesse specifico riguardano le esenzioni a favore delle pratiche religiose, il ruolo degli accomodamenti religiosi nelle istituzioni pubbliche e le implicazioni delle pratiche religiose come sepolture e funerali sulle misure di protezione della salute pubblica. Il contributo affronta inoltre il conflitto tra attività secolari e religiose, con riguardo ai divieti di assembramento, e alle preoccupazioni relative alla privacy delle informazioni sensibili rispetto alle esigenze di salute pubblica. Infine, questo lavoro affronta la questione della ricerca di capri espiatori e dello sviluppo di forme di hate speech in relazione alla libertà di espressione. Infine, valuta le pratiche positive e i potenziali abusi nella consultazione e nella collaborazione con le minoranze religiose. Le conclusioni mettono a confronto diversi approcci giudiziari alle norme precauzionali relative al COVID-19, e si concentrano sul coinvolgimento delle comunità di fede come approccio più efficace per gestire le emergenze sanitarie, sostenendo il riconoscimento delle minoranze religiose come alleate piuttosto che come avversarie nel contesto di una crisi.

Progressive at home and regressive abroad: when liberal social movements confront mass atrocity with calls for military force

Social movements with liberal roots seek to address human rights violations and anti-imperialism. These commitments have been challenged recently amid discussions on stopping mass atrocities. While many social movements protest military expansion and imperialism, some advocate for military force in cases of mass atrocities. This chapter examines the US movement responding to the conflict in Darfur, highlighting tensions in progressive political thinking. Blending social movement, human rights, and security studies, this chapter shows how two strains of left-wing thought circulated within the same movement, producing contention and ultimately a novel understanding of progressive politics. Using narrative analysis, I explore claims about military force and responses from other actors, revealing important dynamics and strategies for redefining progressivism. In this way, I offer new information on how progressive movements demand a pluralist reading to appreciate how they reconcile (or do not) different commitments while managing coalitions across diverse types of actors.

This chapter presents three artifacts from the First World War militarized landscape of the Three Peaks (Tre Cime/Drei Zinnen) that were collected over the course of the "Written in the Landscape" project. What these artifacts have in common is that they invoke or refer to women in diﬀerent ways. The artifacts, related to both the Italian and Austrian armies, include the use of women’s names for officers’ quarters, a female code name for a powerful searchlight, and a sketch made by a pittore-soldato as part of propaganda efforts that imagined the Three Peaks with three women’s faces. I argue that adopting a gender perspective to interpreting these artifacts fosters a deeper understanding of where and how metaphors of women circulated and the functions these metaphors may have served. Notions of masculinities and femininities embedded in these artifacts may have fed into war-time constructions of traditional gender roles with implications for hierarchies in the post-war gender order and social structures. Further, such metaphors that we 􀀀ind present in a First World War militarized landscape as well as in cultural heritage practices related to military memory can be linked to persisting gender dynamics of contemporary war and militarism. This research contributes to studies of the cultural history of war in analyzing objects, symbols, and discourses through a gender approach.

Heritage Politics in the Case of Black Lives Matter in Bolzano-Bozen, Italy

This contribution looks at the Black Lives Matter (BLM) protests that took place in Bolzano-Bozen, the capital of the autonomous province of South Tyrol (Italy). As part of the BLM protests, an iconic statue of Italian cultural heritage was doused with red paint, transmitting a message with local, national, and international resonance. The case demonstrates how the USA BLM diffusion in Europe interacted with the ongoing statue wars to not only advance national level dialogues around racist legacies related to imperialism and colonialism but also specific local grievances. I marshal the concept of ‘ideological vandalism’ to argue that red paint attacks on public monuments can link transnational messages around racism and colonialism with local and national debates particularly regarding participation in heritage politics. This case underscores how claims can arise when national and international sociopolitical debates connected to colonialism and imperialism activate and surface additional local grievances around participation.
