The project AIG – South Tyrol aims to integrate major foresight strategies to enhance future networking and macro-benefits of diverse strategic foresight approaches within the administrative institutions of the Autonomous Province of South Tyrol. As a first step, a content analysis was conducted of all strategies published by the Province in the aftermath of the COVID-19 pandemic, comprising a total of 19 strategies. The analysis focuses on identifying the framing common to these studies as well as the issues and recommendations emerging from them. Through this analysis, the project seeks to understand how political and administrative bodies in South Tyrol interpret future developments and which solutions are considered for forthcoming challenges. What should be preserved, and what should be changed.
In the next phase, the project will advance within the framework of the “Future Cone” model (Joseph Voros, Handbook of Anticipation, Springer, 2017), broadening the perspective of existing works and addressing unstable futures. By employing scenario techniques in line with the Anticipatory Innovation Governance model, the project aims both to identify exemplary strategic approaches in other OECD countries and to expose administrative units and political leaders in South Tyrol to these strategic models and tools.
The overall objective is to broaden the scope of strategic work and to integrate future developments related to global change, demographic challenges, digitalization, and similar factors into scenario building. The plan foresees the development of a set of tools for policymakers and administrators that will strengthen future-oriented strategic work, using the Autonomous Province of South Tyrol as a case study.
