Short CV:

Federica Maino is a researcher at the Eurac Institute for Regional Development since 2009. She holds a Master’s degree in Environmental Engineering (University of Trento), a Post Master’s degree in Urban Management & City Design (University of Wales), and a specialization in Conflict Management. Her main research interests include different topics related to sustainable local development, granting particular attention to stakeholders´ involvement and community’s empowerment to foster well balanced relationships between human activities and the environment. She has more than seven years of working experience in strategic planning, participative methodologies and conflict prevention and transformation. She is author of scientific publications and she teaches in the framework of the course “Engineering for International Sustainable Development”, offered by the University of Trento under the UNESCO Chair in Engineering for Human and Sustainable Development.

Projekt: Transdisziplinäres umsetzbares Wissen für eine klimagerechte Gesellschaft

This report presents the results of the TRANSACTIONABLE project, which explored how transdisciplinary collaborations (TDCs) can support the production of actionable knowledge for just and climate-resilient societies. Combining literature review, interviews, participatory workshops, and collective reflection processes, the report analyses enabling conditions, challenges, and power dynamics shaping TDCs across different project phases. A key contribution is the TRANSACTIONABLE analytical framework, which operationalises reflection on TDCs through six interconnected dimensions while integrating power relations and positionality as transversal elements. Based on the findings, the report proposes practical guidelines and peer-learning approaches to support more reflexive, equitable, and actionable transdisciplinary practice.

Projekt: Entwicklung einer Klimaanpassungsstrategie für die Autonome Provinz Bozen, Umweltrecht und -politik in Mehrebenensystemen, Eco-Hydrologie alpiner Einzugsgebiete

Der Bericht „Klimarisiken und Anpassung – Wege zu einem klimaresilienten Südtirol“ untersucht die möglichen Klimafolgen und Klimarisiken sowie deren Ursachen für Südtirol für neun Sektoren und schlägt Strategien und Maßnahmenbündel für eine notwendige Klimaanpassung vor. Er soll die Klimaanpassungsstrategie des Landes vorbereiten sowie informieren und setzt daher die Schwerpunkte auf Klimarisiken, die weite Teile Südtirols oder mehrere Systeme, Sektoren oder Handlungsfelder gleichzeitig betreffen und sich kaskadenartig ausbreiten. Außerdem fokussiert diese Studie auf Anpassungsstrategien und Maßnahmen (wie z.B. Politikinstrumente), die auf der Ebene der Provinz eingeführt und umgesetzt werden sollten, und weniger auf technische Maßnahmen in einzelnen Handlungsfeldern.

Projekt: Entwicklung einer Klimaanpassungsstrategie für die Autonome Provinz Bozen

Il documento “Rischi climatici e adattamento – Verso un Alto Adige resiliente al clima” analizza i possibili impatti, i rischi climatici e le loro cause per l’Alto Adige in nove settori e propone strategie e pacchetti di misure per il necessario adattamento. Lo scopo è quello di preparare e informare la strategia di adattamento ai cambiamenti climatici della Provincia; pertanto, si concentra sui rischi climatici che interessano vaste zone dell'Alto Adige o che colpiscono contemporaneamente diversi sistemi, settori o campi d'azione e si diffondono a cascata. Inoltre, questo studio si concentra sulle strategie e sulle misure di adattamento (come gli strumenti politici) che dovrebbero essere introdotte e implementate a livello provinciale, piuttosto che sulle misure tecniche nei singoli campi di azione.

Stakeholders’ feedback integration in spatial planning using Importance Performance Analysis: the case of the Provincial Strategic Plan of the Autonomous Province of Bolzano-South Tyrol (IT)

Importance Performance Analysis (IPA) is a research method employed to comprehend and analyze stakeholder feedback on particular issues. A substantial body of research has demonstrated the efficacy of this methodology as a quantitative approach. To date, there has been a paucity of research using IPA as a methodology for integrating stakeholder feedback into the development of strategic spatial plans. The integration of stakeholder feedback is crucial for the development of inclusive, well-informed, and responsive decision-making processes. The objective of this paper is to contribute to the existing body of knowledge on the utilization of the IPA method in the context of spatial planning. This research presented in this paper employs the Provincial Strategic Plan of the Autonomous Province of Bolzano-Bozen as a case study. In particular, the IPA method was employed to analyze the level of importance and performance of the objectives set out in the Provincial Strategic Plan. Importance refers to the importance of the specific objectives for the future development of the area, while performance refers to how well the specific objectives were formulated. The IPA method has been demonstrated to be an effective assessment instrument. The findings demonstrate that the IPA approach enabled the effective gathering of stakeholders’ feedback in a systematic manner, identifying pivotal issues and potential shortcomings, and providing policy makers with structured recommendations on how to reformulate strategies and plans

The environmental impact in terms of CO2 of a large-scale train infrastructure considering the electrification of heavy-duty road transport

Projekt: PNRR iNEST - Vernetztes Nord-Ost-Innovations-Ökosystem

The present study analyses the CO₂ emission balance of a large-scale rail tunnel. The CO₂ emissions during the construction phase are compared to possible savings during the operational phase, which can be achieved by shifting freight transport from road to rail. The Brenner Base Tunnel is used as case study. Electric vehicles are expected to replace gradually diesel trucks in the near future, affecting road transport. The electricity landscape is also changing strongly in Europe with greater energy production from renewable sources. The research aim is to consider the impact on the CO₂ emission balance of the electrification of road transport and the changing electricity mix. The results show that in a fully electrified road transport and decarbonised electricity system scenario, there is no direct CO₂ emission advantage of rail over road transport, still rail transport at the Brenner pass leads to a relevant energy efficiency advantage.

La consultazione degli stakeholder nell’elaborazione del Piano Strategico Provinciale della Provincia autonoma di Bolzano

L'Istituto per lo Sviluppo Regionale ha fornito supporto specialistico per l’elaborazione del Piano Strategico Provinciale (PSP) della Provincia autonoma di Bolzano. Si tratta di uno strumento di pianificazione che sostituirà il vecchio Piano provinciale di sviluppo e coordinamento territoriale (LEROP) e che definirà una nuova visione sullo sviluppo futuro del territorio e del paesaggio dell’Alto Adige. Tra gli elementi particolarmente innovativi portati dalla pianificazione strategica, centrale è il coinvolgimento di una vasta platea di soggetti del territorio. I ricercatori dell’Istituto per lo Sviluppo Regionale hanno curato in particolare la fase di consultazione degli stakeholder attraverso un’indagine online con questionario. La pubblicazione in oggetto descrive brevemente le principali fasi del processo che ha accompagnato la costruzione del PSP, e riporta metodologia e risultati della fase di consultazione degli stakeholder, ovvero dei rappresentanti delle organizzazioni che operano in Alto Adige.

New Farming as an Example of Social Innovation Responding to Challenges of Inner Mountain Areas of Italian Alps

Changes in the socio-economic framework that have taken place since the late 1960s have disrupted the multi-centennial balanced models of organisation in mountain communities, leading to a series of challenges in the socio-economical, cultural and environmental spheres. Mountain communities, independently or with the support of local and regional authorities, tried to halt or reverse these processes. In some cases, the effort is not only collective, but the sum of different individuals belonging or related to the community. Processes of social innovation arose sparsely in various alpine territories, and many of them are connected to a novel interest in the primary sector by locals and new residents. The combination of both, but not exclusively, could be considered as generating “new farming”. Authors present two cases identified in the north eastern part of the Italian Alps, which can be associated to this phenomenon. One has been analysed as an external initiative, in which the other authors were involved in supporting ongoing processes. Emerging common elements identified include multi-functionality, new job opportunities and profiles, more substantial social effects and the presence of a series of barriers. At present, actions and projects of social innovation, which are able to anticipate the changes and challenges of the future, seem to be inadequately addressed and deserve attention.

Marginal Mountainous Areas: Starting Over from Smart Communities—The Case Study of Seren del Grappa

In most mountainous areas, the socioeconomic changes over the past 50 years have favored settlement dynamics and development models without considering the criteria of sustainability. This is, for example, the case for the intensively touristic exploitation of the most popular destinations or the abandonment of marginal areas due to the concentration of the population in urban areas. Mountainous areas are rich in the natural and cultural values, which provide long-term benefits also to cities and towns, but they are particularly vulnerable and sometimes inhospitable. The survival chances of vital communities in marginal mountainous territories depend on a developmental approach that considers how to handle economic growth, environmental
conservation, identity and cultural issues, as well as enhancing the endogenous potential in a common way. This contribution presents the results of an exemplary strategic plan for Seren del Grappa, a small village located in the northeastern Italian Alps. The definition of a shared vision and strategic guidelines for the future of the territory, up to the implementation of the first concrete projects, were developed through a participatory process involving the local population, the administrators and the economic operators. Moreover, the article includes a description of the applied methodology, as well as a discussion of essential prerequisites, successes and weaknesses of the process. The authors emphasize the importance of paying particular attention to mountainous areas from which innovative and self-sustainable development processes can start. Furthermore, they highlight the mountainous communities’ peculiarities which make them “smart communities”.

Nella gran parte delle aree montane italiane, i mutamenti socio-economici degli ultimi cinquant'anni hanno favorito modelli di sviluppo non rispondenti a criteri di sostenibilità, basati ad esempio sull'industrializzazione dei fondovalle, o sullo sfruttamento intensivo di alcune aree ai soli fini turistici. La combinazione degli strumenti tradizionali di gestione del territorio, in molti casi, non è stata in grado di contrastare tali dinamiche. Questo, insieme ad altri fattori quali il cambiamento degli stili di vita e la scarsità di risorse economiche, ha contribuito al fenomeno dell´abbandono di numerose aree montane. Tali territori continuano a scontare la mancanza di una cornice strategica di sviluppo, della condivisione delle scelte e di politiche adeguate. Attraverso il caso studio della valle di Seren del Grappa, un´area di media montagna collocata nella parte meridionale della provincia di Belluno, la ricerca mostra come sia possibile promuovere uno sviluppo sostenibile del territorio montano attraverso il coinvolgimento e il protagonismo delle comunità locali. Rispondendo all´input ricevuto da un "nuovo montanaro", la comunità di Seren del Grappa è stata accompagnata in un percorso volto a ripensare il suo futuro. In meno di un anno di lavoro i cittadini hanno elaborato una visione condivisa del loro territorio e definito le linee strategiche di sviluppo, fino all´avvio delle prime progettualità concrete e la predisposizione di una roadmap operativa di medio-lungo termine. I risultati ottenuti sono restituiti alla comunità sotto forma di piano strategico, uno strumento solitamente utilizzato nelle grandi e medie città, che si è dimostrato particolarmente utile per indirizzare e sostenere lo sviluppo delle aree di montagna più marginali, dove oggi occorre assumere una prospettiva di rigenerazione e innovazione. L´approccio utilizzato fornisce suggerimenti concreti ad altre realtà montane interessate a intraprendere percorsi simili. Sono descritte le tecniche di interazione utilizzate, gli elementi fondamentali su cui impostare il processo, le possibili fonti di finanziamento, oltre alle difficoltà incontrate e la modalità di risoluzione dei principali problemi.

La Galleria di Base del Brennero rappresenta attualmente uno dei progetti di galleria ferroviaria più importanti d'Europa, il cui obiettivo è di contribuire ad uno sviluppo sostenibile del trasporto. La realizzazione di quest'opera coinvolge però anche la sfera linguistica, la cui sfida principale consiste nel superamento degli ostacoli nella comunicazione tra gli Stati coinvolti. Ispirato a questi principi, nasce il Dizionario terminologico della Galleria di Base del Brennero, che, nel vasto e trasversale campo delle opere infrastrutturali ferroviarie, offre una specifica base terminologica a ca. 2000 termini in lingua italiana e tedesca. Il dizionario è compilato in modo tale da essere uno strumento utile sia per gli esperti del settore, sia per tutti coloro che a vario titolo sono chiamati ad interagire con il mondo delle costruzioni ferroviarie.
